The financing gap for the Millenium Development Goals (MDGs) in health for the 49 poorest countries is to increase from 26 to 42 billion $ between 2011 and 2015. In order to face these limits of Official Development Assistance (ODA) commitments, innovative financing appear as additional, more secure and predictable ways to finance development.
Health is the first recipient of innovative financings. This is the reason why the creation of a dedicated taskforce was put forward by France during the 8th Leading Group plenary session in December 2010 in Tokyo. The Taskforce was officially initiated in Paris on June 14th 2011 under the Presidency of Mali. Since then, it has been reporting on existing initiatives and exploring new potential mechanisms.
